What is a free rider? How does it relate to public goods?

A free rider is someone who gains by enjoying a public good without having to pay for the transaction, thus the justification of taxation. The problem with this is again how to measure the enjoyment gained? Is taxation prorated to satisfaction, if you have three grandkids (i.e. indirect education use) does one pay 3x what someone with one pays?
