As in any inflation the first users of the increased money do make out better, thus spending cheap more before anyone realizes it, being able to pay bills with bogus money (counterfeit actually), in a Central banking system that is usually the government. It is a way to indirectly tax people without them knowing it (at first) In addition, it is one of the the most horrendous taxes, it is very regressive, especially on the poor and fixed incomed populations because they tend to be at the end of the inflationary spiral.
