According to Mises, how has the age of capitalism influenced punitive measures in law enforcement?

Capitalism and free gov't ended much of the cruelty of arbitrary gov't, property ($) is now often used to pay for property crimes. There is supposed to be equality under the law, governors and governed. Serfdom and slavery, including wage slavery, are no more in a free country, as is torture.
